The pace bowler has taken over 300 dismissals in 71 five-day games with an impressive average.
Australia's chair of selectors Bailey has confirmed that pace spearhead Cummins will have a crucial role in the forthcoming historic rivalry.
Rumors had circulated that Cummins might miss the series due to a persistent back stress problem that remained unresolved.
Initial reports from the Australian camp suggested no official announcement had been made regarding Cummins' participation, with the Test matches kicking off on 21 November in Western Australia.
The selector shared that the captain is progressing and felt positive about the prospects of being involved.
"We know that the clock is ticking and multiple considerations at play, not only the back issue, but additional elements," the selector added.
"The outlook is good. We firmly believe that he'll participate in a significant role. Hopefully from the opening match. Should that not happen, then we'll pick it up."
Past Concerns
The captain missed the white-ball matches against New Zealand and India recently after scans revealed a stress reaction in his back.
There is a track record of spinal problems, with flare-ups in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in four years.
He emphasized he would be proactive in his approach in his comeback strategy to secure his spot for the Ashes.
The selector indicated that there was no confirmation if the captain had resumed bowling as part of his comeback but acknowledged it was "becoming urgent" for him to be fit for the opener.
Alternative Arrangements
In case of absence, ex-skipper Smith will assume leadership.
All-rounder Cameron Green was excluded lately from the ODI lineup for their one-day international series against the subcontinent side as a safety move because of soreness in his side.
Bailey described it as a "slight concern and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "in a good place to deliver overs."
"We put so much time has gone into building out the plan for him to take part for the first Test as an dual-role player," the selector detailed.
"His involvement was limited to the initial matches in any case. His aggressive style the bat in limited-overs, should it hinder progress for 24 more hours, we just made the decision to take a cautious route."
